Who We Are

Shawn Kasych

Shawn Kasych is an energetic and tested public policy, public affairs and campaign consultant with more than twelve years of state legislative policy, state government advocacy and campaign experience within both the public and private sector. 


Shawn started the Kasych Group in 2019. He represents and advises corporate and nonprofit clients on matters pending before the General Assembly, the Office of the Ohio Governor, and other statewide agencies and statewide officers. Shawn helps navigate his clients through the complex legislative, regulatory and administrative processes, and provide strategic advice to clients to maximize governmental and stakeholder relationships throughout those processes to position them for success. 


Prior to starting the Kasych Group, Shawn served as the Chief of Staff for the Ohio House of Representatives where he managed the day-to-day operations of the Ohio House of Representatives, oversaw an annual budget of $23 million, and directed caucus staff and department heads. Shawn also served as the Policy Director for the Majority Caucus for the Ohio House of Representatives where he developed a comprehensive understanding of state policy related to the state operating and capital budgets, energy and natural resources, public utilities, healthcare, education, economic development, telecommunications, alcohol and tobacco, technology and broadband development issues, and the entertainment industry. In these roles, Shawn played a central role in the development of state policy, caucus communication plans, and spearheaded stakeholder engagement efforts for the Ohio House Republican Caucus.  At the core to these roles, Shawn served as a strategic partner to the members and leadership of the Ohio House by advising the members on critical issues and how best to navigate the political environment to accomplish their legislative objectives. 


As the chief advisor to two Ohio House Speakers, Shawn spearheaded the weekly vote whipping and policy outreach to members of the Ohio House for the purposes of building consensus behind the caucus’ legislative initiatives and providing members of Ohio House leadership with the best political intelligence to make decisions on the advancement of policy initiatives. Shawn conductedoutreach to legislators and developed concise and consistent messages that broke down complex problems into the simplest terms possible to build his legislative coalitions with caucus members and external stakeholders. 


Shawn also was chartered with anticipating challenges (policy + political + administrative), cultivating partnerships with stakeholders to develop solutions for those challenges, and then implementing the solutions through engaging other decision makers throughout the legislature, administrative agencies, local government entities, public stakeholders, and the Statehouse press corp.


Shawn is also an experienced campaign manager in both political grassroots campaigns and public affairs campaigns for a variety of state legislative candidates and causes. Shawn served as campaign manager for State Representative candidates.Shawn also served as Field Director for the United States Chamber of Commerce’s multi-state “Shale Works for Us” Campaign. The campaign’s mission centered around the promotion of the positive economic development effects oil and gas drilling in Ohio’s Marcellus and Utica shale plays had on Ohio’s economy. In his capacity as field director, Shawn’s responsibilities included building a stakeholder coalition of businesses and local government elected officials throughout eastern Ohio, generating earned media, and utilizing coalition members to participate in the campaign’s digital media efforts. After building the coalition, Shawn organized a campaign launch and press conference in the summer of 2012 that highlighted several businesses, industries, and governmental sectors experiencing increased business, or increased tax revenue.


From 2012 – 2015, Shawn served as the Director of Government Affairs for the Cox Consulting Group. In this role, he representedvarious corporate and nonprofit clients at the Ohio General Assembly and throughout state government, including community schools, utilities, institutions of higher education, and a large small business advocacy organization. Notably, Shawn worked with Council of Smaller Enterprises (COSE) and represented COSE’s diverse members’ interest before the Ohio General Assembly and state government. Shawn assisted the COSE government affairs team develop annual public policy platforms that reflected issues affecting nearly all 14,000 COSE members with the goal of providing policymakers a clear, consistent and concise message to advance the interests of the organization and its members.
